The employee notice connects the employer’s formal plan to the employee’s individual coverage decision. It should arrive early enough for employees to understand the allowance and shop confidently.

What the notice should communicate

Timing matters

Federal rules generally require advance notice for eligible employees, with separate timing considerations for employees who become eligible later. Build notice delivery into the launch calendar instead of treating it as a last-minute email.

The notice is not the entire enrollment experience

Employees still need a plain-language invitation, marketplace link, support contact, effective-date deadline and instructions for submitting proof of coverage. The formal notice and the enrollment campaign should work together.
